Italy proxies

Italy proxies give you Italian residential and ISP exits, with city targeting in Rome, Milan and Naples. Online buying in Italy sits well below the EU average and seasonal sales are set region by region, so Italian price data has more local texture than the national figures suggest.

The short answer

  • 43.8% of people aged 16–74 in Italy bought online in the three months before Eurostat's 2025 survey, against 62.4% EU-wide: offline prices and regional differences still matter.
  • Saldi start dates follow an agreement of the Conferenza delle Regioni and are adopted by each Region; for 2026 Piedmont set 3 January and 4 July.
  • The AGCM enforces the Consumer Code against unfair commercial practices, including misleading prices; the Garante supervises personal data under the amended Privacy Code.
  • Milan and Rome behave as separate markets for rents, hotels and services; keep the city on every row.

What teams collect in Italy

Travel fares

Italy has two high-speed rail operators, Trenitalia and Italo, on overlapping routes such as Milan–Rome–Naples, which makes same-train-time comparisons unusually informative. See rail and bus fares.

Real estate & jobs

Portals such as Immobiliare.it and Idealista publish asking prices and rents per zone. Milan, Rome and Naples are priced as separate markets, so sampling each from its own city exit keeps radius and defaults consistent.

Price monitoring

Fashion is where saldi matter most. Because start dates and durations are regional, a national retailer can be in markdown in one Region and at full price in another; record the Region the store or delivery address belongs to.

Brand protection

Italian fashion, leather and design brands monitor marketplaces and classifieds such as Subito for listings that use their names. Collect the listing, seller and price as shown, from an Italian exit; counterfeit listings covers evidence capture.

Lead generation

Italian small businesses are numerous and often present only on directories and maps listings rather than their own sites. Business directories covers public listing data and what to leave out.

In depth

The Italy market, for data teams

Online buying in Italy compared with the EU

Bought online in the last 3 months (16–74), 202543.8%62.4%Eurostat
Same measure, 202339.2%58.1%Eurostat
Individuals using the internet89.2%—World Bank / ITU, 2024

The gap is closing slowly. For data teams it means two things: online prices in Italy are a narrower sample of the market than in the Netherlands or Germany, and click-and-collect or store-locator pages, which carry store-level prices, are often worth collecting alongside the web shop.

Saldi dates are set by the Regions

Italy has no single national sales calendar. The Regions agreed common rules in the Conferenza delle Regioni: winter saldi begin on the first working day before Epiphany (moved to Saturday if that falls on a Monday) and summer saldi on the first Saturday of July. Each Region then adopts the dates and sets the duration; Piedmont, for example, announced 3 January and 4 July 2026 and allows eight weeks.

Not every Region follows the shared dates exactly, so treat the Region as a dimension in your price table. A markdown seen from a Milan session may not be live yet in another Region.

AGCM and the Garante: who enforces what

The Autorità Garante della Concorrenza e del Mercato (AGCM) protects consumers against unfair commercial practices under Articles 18 to 27 of the Codice del Consumo. Misleading price presentation falls under that heading, which is why reference prices and discount claims are worth storing exactly as shown.

Personal data is the Garante per la protezione dei dati personali's domain. Italy's Privacy Code (Legislative Decree 196/2003) was brought in line with the GDPR by Legislative Decree 101/2018, in force from 19 September 2018. Public prices and listings rarely touch it; reviewer identities and contact data do. This is context, not legal advice.

FAQ

Questions

Something not covered? Write to contact@arcproxies.io.

Can I target Milan rather than Rome?

Yes. Rome, Milan and Naples are the three Italian city targets. Turin, Florence, Bologna and Venice are not; use Italy country targeting and record the region your store or address selects.

Is there mobile coverage in Italy?

No. ARC Mobile exits exist only in Germany, the UK, the US and Japan. For Italian mobile-web pages use residential exits with mobile device signals.

Do I need a different exit per Region to see regional sales?

Not usually. Regional markdowns are typically driven by the selected store or delivery address, not the IP. An Italian exit plus an explicit store or postcode per session is the reliable set-up.

Which pool suits Italian rail fares?

Residential exits held for one search flow each, about ten minutes, so search, results and seat selection stay on one IP. Rotating vs sticky sessions explains why.
