Travel insurance price monitoring per market, from public pages only
Travel insurance price monitoring collects the public prices and product terms competitors show in each market: published premiums, example prices and quote tools that work without personal details. Collect from an IP in the market, because insurance is sold, taxed and regulated country by country.

The short answer
- Insurance is priced per market, and tax is part of the price: UK travel insurance carries the 20% higher rate of insurance premium tax; Germany's general insurance tax rate is 19%.
- In the EU, non-life products come with a standardised insurance product information document (IPID). It is the most comparable public description of cover.
- Use only quote tools that return a price without names, contact details or health information. Health data is special-category data under the GDPR.
- A price without cover limits and excess is not comparable. Collect them together.
The problem
What goes wrong without the right IPs
Price without cover is meaningless
A cheap single-trip policy with a high excess and a low cancellation limit is a different product from a dearer one with none. Every price row needs the cover limits and excess beside it.
Quote tools ask for personal data
Many quote journeys ask for names, dates of birth, email and medical history before showing a price. Those are out of scope. Use pages that show prices from trip parameters alone, and published price tables.
Tax and inclusion differ per country
Insurance premium tax differs by country and by product, and some prices are shown tax-inclusive, others not. Record the tax display per market before comparing.
Products are bundled differently
Gadget cover, winter sports, cruise and business extensions are add-ons in one market and included in another. Normalise to a base product plus priced extensions.
What to collect
What you can collect
- Product
- Insurer, product name, single trip or annual multi-trip, the IPID URL and its version.
- Quote parameters
- Trip length, destination region and age band as entered: synthetic, generic, never a real person.
- Premium
- Price as shown, currency, and whether insurance premium tax is included.
- Cover limits
- Medical expenses, cancellation, baggage, personal liability, each as a number.
- Excess
- Per claim or per section, and whether an excess waiver is offered at a price.
- Add-ons
- Winter sports, cruise, gadget, business cover, each with its price.
- Market and timestamp
- Exit country and collection time; prices and documents change.
How it runs
How a collection run works
- 01
Map what is public per market
For each insurer and market, list the sources that show prices without personal data: published price tables, example premiums, quote tools that need only trip parameters, and the product documents.
- 02
Define synthetic quote profiles
Fix a small grid of trip parameters: trip length, destination region, age band, single or annual. Do not use or invent named individuals, contact details or health information.
- 03
Collect per market on one exit
Use one session per insurer and profile, from the market the product is sold in.

Attach cover and documents
Link each price row to the product's cover limits, excess and current IPID. Re-download documents when their version changes, and diff them.
- 05
Compare like for like
Compare premiums only within matching cover bands, and report tax-inclusive figures per market. A comparison table without cover columns invites the wrong conclusion.
Setup
Recommended setup
Insurance prices are per market and the request volume is small. Residential exits in each market show the local price page; product documents can be fetched on the cheapest pool.
| Plan | Role | Session | Targeting | Price |
|---|---|---|---|---|
ARC Fast Rotating residential | Default for price pages Residential IPs in the UK, Germany, France and so on, so you see the price and tax display of that market. | Sticky, 5 minutes per insurer and profile | Country where the product is sold | €2.00 / GB €1.12 at 1 TB (−44%) |
ARC Basic Rotating ISP | Product documents IPIDs and policy wordings are static files; fetch them on the cheapest pool when their version changes. | Rotating | Country | €0.75 / GB €0.59 at 1 TB (−21%) |

Connect
One connection string per market
The country, city and sticky session are tokens in the username. Change the token, change the market; keep the session handle, keep the IP.

The same 10 GB on ARC Basic: €7.50 at €0.75 / GB. Move down as soon as the cheaper pool holds up.
Quote pages tend to be script-heavy; where the price comes from a JSON endpoint, calling it directly cuts the weight several times over.
Bandwidth never expires, so a bigger single purchase is only ever cheaper per GB. See the ladder.
In depth
Travel insurance prices, in depth
Why travel insurance prices differ by market
Insurance is sold under national rules and taxed nationally, and the tax sits inside the price the customer sees. In the UK, the higher 20% rate of insurance premium tax applies to travel insurance, against a standard rate of 12% for most general insurance. In Germany, the general insurance tax rate is 19% of the premium.
A UK and a German price for similar cover can therefore differ before any pricing decision is made. Store the tax display per market and compare tax-inclusive figures; the general method is in comparing prices across markets.
The IPID: a standard document you can compare
Under the EU Insurance Distribution Directive, the manufacturer of a non-life insurance product must draw up a standardised insurance product information document. It covers the type of insurance, a summary of the cover and main risks insured, the main exclusions, payment of premiums, obligations at the start, during the contract and when claiming, the term of the contract and how to terminate it.
- Collect the current IPID for every product you price, and keep old versions.
- Diff new versions field by field; a narrowed exclusion is a price change in disguise.
- Use the IPID to group products into comparable cover bands before comparing premiums.
Tracking changes in public terms over time is its own discipline; see terms and policy change monitoring.
Personal data: what to keep out of the pipeline
The GDPR treats data concerning health as a special category whose processing is prohibited unless an exception applies. Travel insurance quote journeys often ask about pre-existing medical conditions, which is exactly that kind of data. A price-monitoring pipeline has no reason to touch it.
- Use only quote tools and pages that return a price from trip parameters alone.
- Never enter real people's details, and do not invent named individuals or contact details to get past a form.
- Stop where a journey asks for names, dates of birth, email addresses or medical answers.
- Do not store quote reference numbers that link to a session or a person.
- Read each insurer's terms and keep request rates low; the wider rules are in collecting travel data responsibly.
Medical-condition pricing is a regulated area of its own. In the UK, FCA rules require firms in some circumstances to signpost consumers with pre-existing medical conditions to a directory of specialist providers; from 1 January 2026 the medical premium that triggers signposting rises from £100 to £200. That market is outside public, personal-data-free collection.
Who uses travel insurance price data
| Team | Question |
|---|---|
| Insurer or MGA pricing | Where do our premiums sit per cover band and market? |
| Comparison site product | Are the products we list priced and described consistently with the insurer's own site? |
| Travel retailer | Is the add-on cover we sell with flights or packages competitive with standalone policies? |
| Consumer researcher | How do excesses and cover limits differ at similar prices? |
Travel retailers that sell cover alongside trips often track package holiday prices with the same tooling.

Questions

Can travel insurance prices be monitored without personal data?
Yes, within limits. Published price tables, example premiums, product documents and quote tools that need only trip length, destination region and age band can be collected without personal data. Journeys that ask for names, contact details or medical history are out of scope.
Why is UK travel insurance taxed differently?
Travel insurance falls under the higher 20% rate of UK insurance premium tax, while most general insurance such as car or home cover pays the standard 12% rate. The tax is part of the price the customer sees.
What is an IPID?
An insurance product information document is the standardised summary that EU rules require for non-life insurance products. It lists the type of insurance, the main cover and exclusions, payment, obligations, the contract term and how to end it, which makes products easier to compare.
Should cover limits be collected with the price?
Always. Medical, cancellation and baggage limits and the excess decide what a premium buys. Comparing premiums without them compares different products.
Which markets can I collect from?
Any country available for targeting on the residential pools, at country level. Run one series per market where the product is sold, because tax, regulation and pricing are national.
